E-Mail to all active Maintainers in scheduled intervals sending freshly created submissions

In a scheduled manner (daily, weekly), the maintainers should receive a notification about un-reviewed UpdateItems and NoveCondensates.

Count the no. of items in status submitted and add that in the mail content

X no. of UpdateItems and NovelCondensates is pending review. Please log-in to CD-CODE and review all submissions
