Update Item List Page Modifications

This applies to list pages of UpdateItems everywhere (on Condensate/Protein Detail page or user profile-specific pages)

1. Sort the list always by the reverse of submitted_at
2. Phase-out (or some other effects) on rows that have sync_response == null
3. If entity == "condensate_protein", then hyperlink of entity_id column with just the part before "==" as a condensate
